Cadre Restructuring - Department of Railway ahead of Department of Posts

Demand for Comprehensive Cadre Restructuring should be specific.

You were aware that, the Sixth CPC has not prescribed minimum pay in the pay band for the purpose of fixation of pay on promotion in the case of any grade. Thus, non-applicability of Section – II, Part – A of CCS (Revised Pay Rules ), 2008 for departmental promotees for minimum entry pay prescribed for direct recruits (appointed on or after 1.1.2006) the senior promotees could get less pay with references to such of their directly recruited juniors who are recruited on or after 1.1.2006. While in the Department of Posts, we are shading crocodile tears for the promotees, the Staff Side in the Railway Department could manage to order stepping up of pay of seniors with reference to such of their directly recruited juniors borne on the same seniority list who are recruited on or after 1.1.2006 and whose basic pay is more than that of the seniors (No. PC-VI/88 RBE No. 28/2010 No. PC-VI/2010/I/RSRP/1 dated 17th February, 2010 from the Government of India, Ministry of Railways (Railway Board) addressed to all the GMs/CAOs ).
And now, once again, it is certainly a matter of surprise that when our leaderships in the Department of Posts are eagerly waiting for constitution of cadre restructuring committee comprising the official side and the staff side, the Department of Railway completed cadre restructuring after 6th CPC on discussion with the Staff Side members. As per the new cadre restructuring, the Railway Commercial Clerks and Ticket Checking Staff with GP 1900/- and 2000/- in PB – 1 respectively will go up to 4600/- GP in PB-2.
Under such circumstances, we can also expect that Postal Assistants with GP 2400/- and Postmen with GP 2000/- will go up to 4800/- and 4600/- respectively through cadre restructuring. But, our manner of negotiation is not so powerful. The Staff Side is always lengthening the Charter of Demands where the important issues are losing their importance. This time also, when the Central JCA has given the call for an Indefinite Strike commencing 13th July, 2010, very unfortunately, this important issue has been placed at Sl. No. 6 of the 18 point Charter of Demand. In our opinion, more number of demands will certainly lessen the collective bargain power. Correct placing of specific demands is one of the arts of correct negotiation. We should have chosen few important demands affecting all cadres for going on an Indefinite Strike. Even if, the programme is mobilized fully , it is doubtful, if the employees can go with conviction that this demand will be achieved.
The Secretary General, NFPE wrote in his blog on 02.07.2010 “ The attitude of the Government and the Postal Board is totally negative. All negotiating forums are defunct for the last many years. Negotiation takes place only when strike notice is served. No formal meetings, No JCM Departmental Council Meetings, No consultation with unions on important issues affecting the employees. It seems that the Postal Administration is not ready to accept the reality that in a democratic setup issues can be resolved only through negotiations with all stakeholders including the unions.”
