VIETNAM Post , vide UPU Circular No. 136 confirms that WITH EFFECT FROM 1 July 2011 and until further notice Vietnam Post will no longer accept packets or parcels containing the following;

Alcohol, mobile telephones and cosmetic products ( with the exception of those with HS codes 3306 and 3307 )
