Subject- Appointment of Postal Assistants / Sorting Assistants by direct recruitment against the vacancies of the years 2009 and 2010
Sir / Madam,
I am directed to refer to this Department’s letter of even number dated 05.10.2010 on the above subject and to say that it is observed that at present there is acute shortage of Postal Assistants / Sorting Assistants (P As / S As) in the circles with the result that many references are received from VIPs pointing out the shortage. Apart from it, the issue of shortage of staff is raised in both the Houses of Parliament. Moreover, in order to improve / upgrade the postal operations to meet the present day requirement of specialization in postal operations in the wake of introduction of computer technology, respond to market challenges and increase productivity , it is absolutely essential to ensure that the required staff strength of PAs / SAs becomes available to the circles at the earliest.
2. As per the procedure being followed , the candidates selected for appointment of PA/SA after the completion of pre-appointment formalities viz. character and antecedents verification, medical examination and verification of their educational certificates are required to undergo training in PTCs before their services could be utilized. This often causes delay in making the offer of appointments because of non-availability of seats with the result that they start looking for opportunities elsewhere and ultimately a good percentage of the selected candidates does not become available for appointment and the vacancies may remain unfilled.
3. The matter has been considered in the Directorate and it has been decide by the competent authority that the circles should take immediate action to ensure that the pre-appointment formalities of the candidates are completed at the earliest. In this regard following time –lime may be followed.
i. Declaration of result by 21.11.2010
ii. Issue of offer of appointment with the condition
mentioned there in that it is subject to satisfactory
character and antecedents verification, medical
examination and verification of educational certificates. by 10.12.2010
iii. Completion of pre-appointment formalities by 10.02.2011
iv. Issue of appointment order by 25.02.2011
4. CPMGs are requested to ensure that the circle liaison with the concerned authorities in the states so that the pre-appointment formalities are completed by the target date. If need be CPMGs may use their good offices to expedite the completion of formalities.
5. On completion of the pre-appointment formalities in respect of the candidates, they may straight away be issued offer of appointment by the circles. This would motivate them to join as P A / S A immediately. Thereafter, when they join, they may be deputed for training as soon as slots become available in the PTCs. Pending their training, the circles may issue their posting orders and commence their in-house training by chalking out the course as far as possible based on the PTC syllabus depending on the resources available with them. The in-house training that may be imparted to the candidates by the circles in no way shall be treated as substitute for the formal training to be imparted by PTCs unless it is so vouched by Training Wing / PTCs. Till they are trained by PTCs, they may not be detailed on sensitive seats nor deputed to man the counters. For instance, they can be utilized in back office under effective supervision and in turn the already trained PAs / SAs who in the said process become available may be deputed on the counters. But in case there is inordinate delay in their training and competent authority in the circle satisfied himself that such PAS / SAs could be entrusted with the selective responsibility their services may be utilized accordingly.

Sub: Study Leave for Fellowships offered by reputed Institutes
Study Leave is normally granted to a Government Servant for a course of study having direct and close connection with the sphere of his duty. However, it can also be granted for studies which may not be closely or directly connected with the work of a Government Servant, but which are capable of widening his mind in a manner likely to improve his abilities as a civil servant and to equip him better to collaborate with those employed in other branches of the public service. Keeping in view the above spirit, this Department had allowed Study Leave to those selected for the award of Jawaharlal Nehru Fellowships in relaxation of the rules.
2. In light of the above, this Department is examining the feasibility of bringing more Fellowships under the purview of Study Leave, on the same terms and conditions as the Jawaharlal Nehru Fellowships. All Ministries / Department are requested to provide relevant /requisite inputs regarding fellowships offered by reputed institutions which may be of benefit to their area of work. It would be appreciated if the feedback is received by the under signed by 15th December 2010. The same may be mailed to the under signed at pads@nic.in.

Subject: Departmental proceedings against Government Servants – consultation with the Union Public Service Commission for advice.
The undersigned is directed to say that the existing instructions issued by this Department provide that the disciplinary proceedings taken against Government servants should be processed and completed expeditiously. Occasionally, the charged officers approach the Courts to quash the disciplinary proceedings and in many such cases the courts give direction to the Government to complete the proceedings within a time limit prescribed by the court. In certain instances the Government seeks further time from the court and in certain other instances, the petitioners file contempt petitions for not having completed the proceedings as per the court orders. In many of such cases, the UPSC has to be consulted as per the existing regulations, before the final orders are issued.
2. The UPSC has brought to the notice of this Department that In the above cases, some Ministries / Departments have stated in the affidavit filed before the Court that the matter has been pending with the UPSC and the delay in completing the proceedings was due to the delay In receipt of advice from the UPSC although such cases had been returned by the Commission to the Administrative Ministry to rectify the deficiencies noted by it. In this connection, attention of Ministries / Departments is drawn to this Department's OM of even number dated 10.5.2010 and 14.9.2010 in which it has been reiterated that the Commission generally takes 3-4 months to render its advice after the complete case records have been received by the Commission and that the Ministries / Departments should ensure that the prescribed pro-forma for sending the case records to the UPSC filled with due care and attention to avoid any back reference by the Commission to rectify the deficiencies. A case may not be taken as delayed on the part of UPSC If the Commission has returned the same to the Administrative Ministry to remove deficiencies.
3. All Ministries / Department. are requested that In cases where the Courts are being apprised the time taken in finalizing a disciplinary proceeding through affidavit, information In regard to the pendency of the matter before the Union Public Service Commission may be correctly projected.

NEWS FLASH
The circle level DPC has almost finalized the required process for promotion of eligible P As to LSG ( 100 % ) cadre and the concerned minute awaits the approval of the DPS ( HQ ) who is now on leave. It is expected that soon after her joining, memo will be released.
Sri Ashish Kumar Das , Postmaster, Utkal University MDG who had been posted as Postmaster, Banki MDG has now joined as Postmaster Nimapara MDG ( HSG – II ) on regular basis on modification of his earlier posting order by the DPS ( HQ ).
Sri Pramod Kumar Hota, APM ( Accounts ), Bhubaneswar GPO has been posted as DPM ( HSG – II ), Nayagarh H O on regular basis. He is yet to be relieved from Bhubaneswar GPO.

Do's and Don'ts for Central Govt. Employees

Dear friends,
Let’s refresh our knowledge on CCS (Conduct) Rules, 1964 which impose various restrictions on Central Govt. Employees.

Do's:-

1. Maintain absolute integrity all times.
2. Maintain absolute devotion to duty at all times.
3. Those holding responsible posts - Maintain independence and impartiality in discharge of your duties.
4. Maintain decent and responsible conduct in private life.
5. Observe proper decorum during lunch break.
6. Render prompt and courteous service to the public.
7. Report to the superiors the fact of your arrest or conviction in a Criminal court and the circumstances connected therewith, as soon as it is possible to do so.
8. Keep away from demonstrations organized by political parties in the vicinity/ neighbourhood of government offices.
9. Manage private affairs in such a way as to avoid habitual indebtedness or insolvency.10. Maintain political neutrality.
11. Act in accordance with the government policies.
12. Observe courtesy and consideration to Members of Parliament and State Legislatures.13. If any legal proceeding is instituted for the recovery of any debt due from you or for adjusting you as an insolvent, report the full facts of such proceedings to the competent authority.
14. In performance of duties in good faith, communicate information to a person in accordance with the 'Right to Information Act, 2005' and the rules made there under.
Don’ts:-
1. Don’t indulge in acts unbecoming of a government servant.
2. Don’t be discourteous, dishonest of partial.
3. Don’t make joint representations in matters of common interest.
4. Don’t adopt dilatory tactics in your dealings with public.
5. Don’t convey oral instructions to subordinates.
6. Don’t practise untouchability.
7. Don’t associate yourself with any banned organizations.
8. Don’t join any association or demonstration whose objects or activities are prejudicial to the interest of the sovereignty and integrity of India, Public order or morality.9. Don’t give expression to views on Indian or foreign affairs, while visiting foreign countries.
10. Don’t get involved in unauthorized communication of any official document or any pat thereof or classified information to any government servant or any other persons to whom you are not authorized to communicate such document of classified information.
11. Don’t join or support an illegal strike.
12. Don’t enter into any private correspondence with foreign Embassies or Missions.13. Don’t accept lavish or frequent hospitality from any individual, industrial or commercial firms, organizations, etc. having official dealings with you.
14. Don’t accept any offer of the cost of passage to foreign countries or hospitality by way of free board and lodging there, if such offers are from foreign firms contracting with Govt.
15. Don’t accept invitations to you and members of your family for free inaugural flights offered by Air India, Indian airlines Corporations or foreign Airlines.
16. Don’t give or take or abet giving or taking of dowry or demand any dowry directly or indirectly from the parent or guardian of a bride or bridegroom.
17. Don’t accept any gift from any foreign firm which is having official dealings. 18. Don’t engage yourself in canvassing business of life insurance Agency, commission agency or advertising agency owned or managed by the members of your family.
19. Don’t lend or borrow money from or deposit money as a member or agent, with any person, firm or private company with whom you likely to have official dealings. Don’t otherwise place yourself under pecuniary obligation with such person, firm or private company.
20. Don’t approach your subordinates for standing surety for loans taken from private sources either by you / your relations / friends.
21. Don’t undertake private consultancy work.
22. Don’t speculate in any stock, share or other investment.
23. Don’t purchase shares out of the quota reserved for friends and associates of Directors of companies.
24. Don’t bid at any auction of property where such auction is arranged by your own officers.
25. Don’t stay as guest with foreign diplomats or foreign national in India.
26. Don’t invite any foreign diplomat to stay with you as a guest in India.
27. Don’t accept or permit your wife or dependants to accept passage money or free air transport from a foreign Mission/ Government or Organization.
28. Don’t bring any political influence in matters pertaining to your service.
29. Don’t consume any intoxicating drinks or drugs while on duty.
30. Don’t appear in public place in a state of intoxication.
31. Don’t indulge in any act of sexual harassment of any woman at her work place.
32. Don’t employ children below 14 years of age.
33. Don’t accept award of monetary benefits instituted by private trusts/ Foundations, etc.

Latest News Flash

Dear friends,
Revised recruitment rules for HSG I is being approved by DOPT. This will go to UPSC for formal approval. The demand of the Staff Side to offer the entire 100% post of HSG I as promotion to HSG II officials has been considered.
Even though the direct recruitment of Postal Assistants has earlier been assessed as 12500, it has been crossed to 15000 now according to latest approval.
The revised recruitment rules for PAs is also in progress. The provision of confirmation examination is being deleted in the revised rules. It may be approved before the end of the year.
A proposal for doubling the split duty allowance was already forwarded to MOF. Orders are expected shortly.
The Finance Ministry has approved the proposal of stepping of pay of senior PAs only with the direct recruits. The department will release the orders in next week providing stepping up of minimum pay of the direct recruits for those getting lesser pay as on 1.1.2006. The department has again pursued with MOF to extend the same to promotees also.
